Due to the Directive 2006/32/EC about energy efficiency and energy servicies there is obligation for the owner to certification of building in the proscribed period of time using the proscribed procedure by educated professional certified by the state. The company is licenced to do the professional energy overview of simple buildings and make the energy certificate.
Process of certification contains:
- Energy audit
- Energy report
- Energy certificate
- Registration of the energy certificate in the Ministry of Construction and Physical Planning
Private real estate owners need to have energy certificate for all properties inside the building bigger than 50m2 (that includes apartments smaller than 50m2 in buildings bigger than 50m2). Since 01.07.2013. energy certificate is obligatory if the building or its part is on sale.
For all real estates for rent the deadline is 01.01.2016.
No real estate can be advertised in media since 01.01.2014. if it has no registered energy certificate made by certified company or person.
The penalties for failure to comply with Law go up to 100.000 kuna.
